Partly. Around half of women with PCOS are in the "overweight" range and half are not — PCOS exists at every size. BMI is a coarse population screen; in PCOS, insulin resistance and waist circumference matter more. Use it as one reference point, not a verdict.
Research suggests that in PCOS, a roughly 5% weight change can be enough to improve insulin sensitivity and restore ovulation in many women — a much smaller shift than most people assume they need.
